The Site Redevelopment Plan consists of a 39-story residential tower and four-story office/retail and residential amenity podium, with one level of subsurface parking that will cover the footprint of the Site.  Our Site Redevelopment Plans call for excavation of the entire Site footprint to depths of 26-32 feet bgs in order to construct the subsurface parking garage and building foundation. Management of soil and groundwater during Site development will be conducted in accordance with the procedures identified in the Soil and Groundwater Management Plan (SGMP) submitted to Alameda County.

Based on previous subsurface data, all fill material at the Site (ground surface to approximately 7 to 14 bgs) will be excavated and disposed off-site at a Class I or II landfills. Additional sampling is being conducted to further delineate the area of soils within the former theatre building footprint that require disposal as hazardous waste.

Based on the data collected by Fugro in 2018, it is expected that the native soils will meet screening criteria based on unrestricted (i.e., residential) land use and therefore be accepted for reuse. As needed, additional characterization of the native soils beneath the fill materials will be conducted in accordance with acceptance requirements of the intended off-site inert fill receiving facility (i.e., Treasure Island redevelopment project in San Francisco, California) and in consideration of ACDEH’s Soil Import/Export Characterization Requirements.
