Construction Days/Hours During construction:

Construction activities are limited to between 7:00 a.m. and 7:00 p.m., Monday through Friday, except that pile driving and/or other extreme noise generating activities greater than 90 dBA shall be limited to between 8:00 a.m. and 4:00 p.m., Monday through Friday.

Construction activities are limited to between 9:00 a.m. and 5:00 p.m. on Saturday. In residential zones and within 300 feet of a residential zone, construction activities are allowed from 9:00 a.m. to 5:00 p.m. only within the interior of the building with the doors and windows closed. No pier drilling or other extreme noise generating activities greater than 90 dBA are allowed on Saturday.

In general, no construction activity shall take place on Sundays or federal holidays. There are rare cases that a special use permit or exemption is obtained justified by an extreme need. Typically these items are reserved for large installations of cranes or other works required for life/safety protocol that must be contiguous and happen to overlap schedule on such days. 

Construction activities include, but are not limited to, truck idling, moving equipment (including trucks, elevators, etc.) or materials, deliveries, and construction meetings held on-site in a non-enclosed area. Any construction activity proposed outside of the above days and hours for special activities (such as concrete pouring which may require more continuous amounts of time) will notice stakeholders ahead of time. The project applicant shall notify property owners and occupants located within 300 feet at least 14 calendar days prior to construction activity proposed outside of the above days/hours.

Construction Noise During Construction

The project will implement noise reduction measures to reduce noise impacts due to construction. Noise reduction measures include, but are not limited to, the following:

  1. Equipment and trucks used for project construction shall utilize the best available noise control techniques (e.g., improved mufflers, equipment redesign, use of intake silencers, ducts, engine enclosures and acoustically-attenuating shields or shrouds) wherever feasible.
  2. Except as provided herein, impact tools (e.g., jack hammers, pavement breakers, and rock drills) used for project construction shall be hydraulically or electrically powered to avoid noise associated with compressed air exhaust from pneumatically powered tools. However, where use of pneumatic tools is unavoidable, an exhaust muffler on the compressed air exhaust shall be used; this muffler can lower noise levels from the exhaust by up to about 10 dBA. External jackets on the tools themselves shall be used, if such jackets are commercially available, and this could achieve a reduction of 5 dBA. Quieter procedures shall be used, such as drills rather than impact equipment, whenever such procedures are available and consistent with construction procedures.
  3. The project will have temporary power onsite however it will be routed underground and therefore not required any temporary power poles.  Temporary power will be required on site after the mat pour, prior to the tower crane erection. The temporary power will be removed from the site after the roof is installed. 
  4. Stationary noise sources shall be located as far from adjacent properties as possible, certain extreme activities can be muffled and enclosed within temporary sheds, incorporate insulation barriers to provide equivalent noise reduction.
